Dr. Evelyn Monroe leads the organization’s mission to advance legal research, policy development, and equitable access to justice. With a distinguished career in law and public policy, she has served as a legal scholar, policy advisor, and advocate for justice reform.

Dr. Monroe holds a Juris Doctor (J.D.) from Georgetown University Law Center and a Doctorate in Public Policy from Harvard University’s Kennedy School of Government, with expertise in legal system reforms, technology governance, social equity, and environmental law. Before founding the Caldwell Institute in 2010, she spent over 15 years in academia and public service, conducting research on legislative frameworks and advising government agencies on policy development. Her thought leadership in evidence-based policymaking has been instrumental in shaping innovative legal solutions.
